it's kinda complicated but Arizona's water rights are subordinate to California's (see SCOTUS case Arizona v. California for instance), which means in the event of a regional shortage in the arid West, Arizona will take the brunt of the damage and have to cut back on water use the most. which is really bad considering water is essential for managing its nuclear power generators, the source of about 25% of all its energy. the entire southwest region has been in a megadrought since the year 2000 btw though it may be partially over
