the expression “money doesn’t grow on trees” made a lot more sense before they cut down all the fruit trees to spite the homeless people

my town used to be filled with citris trees, oranges, grapefruit, tangerines, they cut them all down, they said it was because there was some tree disease killing the trees, therefore they had to kill them all, how does that make sense?
