"combat anti-social tendencies" is a eugenic cry against the degenerate bodies, the mad, the homeless, the sick, And yes, those who come to be resistant to (re)socialization regardless of whether their right to do so is legitimated by necessity. in any formation of "unified mass" there is exactly this risk of creating this surplus type of ungovernable person at the margins. i dont have a neat resolution to this problem as i need to read more but basically at minimum one has to b critical of what collectivity means & capable of imagining the agency of the anti-social
